My Skin Hates Idaho Winters

I need help! This is my third winter here in Idaho, but my skin STILL doesn't know how to handle it. Can you help?

I posted this question on facebook this morning (below), and I've gotten a lot of great ideas. What's your favorite remedy to fight dry skin and chapped lips during the winter months??

Weird question: best moisturizing Chapstick/lip balm? Vaseline works the best but too slimy! Thoughts? Help!!
