If Idaho's law enforcement had a New Year's resolution for 2025, there's a good chance it was something like: "NOT IN OUR HOUSE!"

Why? Because they have been cracking down on crime in the Gem State, especially illegal sex operations. This time, it's Eagle police detectives who discovered a local business running an illegal sex trafficking operation.

3 Arrested In Eagle Sex Trafficking Investigation

Late Thursday night, Eagle police announced the arrests of three individuals who were booked into Ada County Jail on multiple sex crimes. According to Eagle police, the suspects and their respective charges are:

David Packham (68): {F} Human Sex Trafficking, {F} Commercial Sexual Activity – Procurement, {F} Interstate Trafficking in Commercial Sexual Activity, {F} Prostitution – Accepting Earnings, Proceeds or Items of Value from a Prostitute as a Joint Venture, {F} Prostitution – Compels Another Person to Engage In By Holding, Detaining or Restraining, {F} Prostitution – Person Maintaining, Controlling or Supporting a House of Prostitution

Xinhui Shi (61): {F} Human Sex Trafficking, {F} Commercial Sexual Activity – Procurement, {F} Interstate Trafficking in Commercial Sexual Activity, {F} Prostitution – Accepting Earnings, Proceeds or Items of Value from a Prostitute as a Joint Venture, {F} Prostitution – Compels Another Person to Engage In By Holding, Detaining or Restraining, {F} Prostitution – Person Maintaining, Controlling or Supporting a House of Prostitution

What Business Was Operating A Prostitution Ring?

According to the police, the business being investigated was Head to Toe Massage Therapy near S. Eagle Rd. and E. Riverside Dr. in Eagle. Police also say they investigated a nearby residence at Fruitwood Pl. and Ranch Dr. in Eagle.
